Membership campaign and membership relationship management

Information pursuant to Articles 13 and, for data received indirectly, 14 of Regulation (EU) 2016/679. Version 01 of 03/10/2026

1 Owner and contacts

The data controller is the’Association Pescara Blue-White, CF 91185080685, with registered office in Via Milano n. 10, staircase B, first floor, 65122 Pescara, at the Ballone & Francione Law Firm, in the person of its legal representative pro tempore.

For information and to exercise your rights: info@pescarabiancazzurra.it, PEC associazione@pec.pescarabiancazzurra.it, or by communicating with the headquarters. It is not necessary to use certified email exclusively to exercise your privacy rights.

2 Data processed and origin

We process identification and personal data, contact details, tax code (if applicable), data of the minor's or legal representative, information strictly necessary to verify their legal authority, applications, declarations, resolutions relating to membership status, membership number, and correspondence. We also process amounts, reasons for payment, transaction references, and bank details necessary for reconciliation and any refunds, as well as any newsletter subscriptions.

The data comes from the applicant, their representative, and, for payments and refunds, from the bank or payment provider. If a third party pays, we receive their data from the applicant and the payment provider. For an entity's representative, the reference of their authority may come from the entity itself or from relevant public records. We do not collect contact lists from sponsors, nor do we routinely request copies of identity documents, health data, or data relating to convictions and criminal offenses.

If the data is not received directly from the data subject, we will provide this information within one month and, in any case, upon first contact or before the first disclosure to third parties, whichever is earlier, subject to the exceptions provided by law. The representative also receives the information for minors, for whom the information is made comprehensible according to their age.

3 Purposes and legal bases

Application and membership relationship. We process the request, communicate the results, manage registration, institutional activities and communications, contributions, and reimbursements. For the applicant (a natural person) and the minor represented, the basis is the execution of the requested measures and the membership relationship (Article 6, paragraph 1, letter b). For the contact details and activities of organization representatives and for the management of third-party payments, we operate on the legitimate interest of correctly managing relationships and reconciling transactions (letter f), limiting the data to what is strictly necessary.

3 Purposes and legal bases in detail

Regulatory obligations. We retain documents and make communications required by accounting, tax, or regulatory standards, where applicable (Article 6, paragraph 1, letter c). We do not require consent for these purposes.

Security and protection of rights. We prevent errors, unauthorized access, and fraud, and retain the documentation necessary to manage disputes regarding the Data Controller's legitimate interest (letter f), after assessing necessity and balancing the data. We do not perform generalized checks outside of the campaign.

Optional newsletter. Only with the separate consent of the adult who personally joins (letter a), we send information about initiatives, events, and fundraisers via email beyond the required communications. This choice does not affect membership; it can be easily revoked. It does not include third-party marketing.

4 Necessity of the transfer

Identity, contact information, required application statements, and payment details are required to process the application. If these information is not available, it will not be possible to complete the application if it impedes processing or reconciliation. Alternative information is permitted for the tax code if it is not available, subject to applicable receipt requirements. Telephone information is optional. We do not collect excessive data simply for the purpose of receiving contributions.

5 Recipients and access

Only administrators, secretarial staff, and authorized collaborators have access, according to their respective roles. Providers of IT, archiving, communications, and administrative assistance services, appointed as data processors pursuant to Article 28 when operating on our behalf, may process the data; banks, payment providers, and professionals operate as independent controllers for their respective independent activities. Authorities receive data only when the necessary conditions are met.

Data is not disclosed through public member lists or sold to sponsors. Public financial statements are aggregated. Review of the club's books by those entitled to access them is subject to controlled access and the restriction of data not relevant to the purpose. The sports club and vendors do not receive member data for commercial purposes; any communications required by specific obligations are limited to what is strictly necessary.

6 International Methods and Transfers

We use secure paper archives and electronic tools with individual access, authorization levels, and appropriate security measures. We do not use fully automated admission decisions or profiling; the Board of Directors makes decisions.

The campaign envisages the activation of services with processing and support within the European Economic Area, without transfers to third countries. Before adopting services that involve transfers, including remote access from abroad, the Data Controller will update the privacy policy, specifying the countries, recipients, the basis for the transfer, and the methods for obtaining a copy of the guarantees, where applicable. The mere location of the data center in Europe does not preclude transfers.

7 Storage times

Pending questions: for the investigation and until the decision, payments and any refunds, according to the terms of the Regulation. Applications rejected, withdrawn, or archived: Operational data not required for other purposes are deleted within 12 months of the closure of the case.

Associates: Active personal data and contact information for the duration of the relationship; after termination, any data no longer required is deleted, while essential records of admission, termination, obligations undertaken, and communications relevant to the protection of rights are retained for 10 years. The membership register is maintained as a historical record, containing only essential data for as long as necessary to document the organization's existence, with limited access. After termination of the organization, the required terms for liquidation and documentation requirements apply, with review as necessary.

Payments, receipts, contribution agreements and reimbursements: 10 years after the end of the financial year to which they refer, for documentation and defense purposes and for applicable obligations. The IBAN used only for a refund is removed from the operational lists within 90 days of the final reconciliation; it may remain in the accounting records subject to the previous deadline.

Newsletter: Until revoked and in any case no later than 24 months after consent is given, after which it must be renewed. The minimum proof of consent, revocation, and objection is retained for the time necessary to demonstrate the lawfulness of the communications and prevent further unwanted communications, with at least an annual review. Any identity document checks: Copy deleted within 30 days of verification, unless justified; only the outcome remains.

In the event of a dispute or a request from an authority, only relevant data may be retained beyond the deadlines until the case is resolved and for the additional period necessary to protect the rights. The Data Controller reviews the archives at least annually, eliminates duplicates, and limits access to retained data only for legal obligations or defense.

8 Rights and complaints

Within the limits and conditions of the GDPR, you may request access and copying, rectification, erasure, or restriction of processing. For data processed by automated means based on consent or contractual relationships, you may request data portability. You may object to processing based on legitimate interest for reasons related to your situation; you may object to direct marketing at any time. Withdrawing your consent does not affect the lawfulness of previous communications.

We typically respond within one month; any extensions, in the applicable cases, will be communicated within the first month, along with the reasons. To identify you, we only ask for proportionate information. These rights do not entail the deletion of documents we are legally required to retain.

You can lodge a complaint with the Italian Data Protection Authority using the methods published on www.garanteprivacy.it and appeal to the judicial authorities. Receipt of the information does not require general consent.

9 Site and updates

This notice concerns the campaign and the membership relationship. The site's technical processing and any cookies are described in the site's specific notices, made available before using the relevant services. Substantial changes will be communicated before the new processing begins; a new optional purpose is not authorized by the data subject's silence.

Approved by Board of Directors resolution no. 1 of 06/10/2026.

These Regulations govern the initial payment of €50, the subsequent payment of €150, and the admission procedure to the Pescara Biancazzurra Association.

Article 1 Purpose and prevalence of the Statute

The campaign supports the association's life, the registration process for the National Third Sector Register (RUNTS), the eventual acquisition of legal status, and statutory initiatives. In a subsequent phase, subject to the conditions set forth herein, it may raise contributions to acquire a stake in the owner of Pescara Calcio.

The Association is independent of the sports club. The terms "campaign membership" and "applicant" indicate a pending application and not a previously acquired membership status. The Bylaws prevail over these Regulations; the latter cannot modify the requirements, restrict the rights of members, or replace the powers of the Assembly.

Article 2 Duration and recipients

Applications are open from October 15, 2026, to January 31, 2027. The deadline for activation of the €150 phase is June 30, 2027. The deadline will be communicated before the initial payment and cannot be unilaterally extended for applications already received.

Applications are open to individuals and, within the limits of Article 16 of the Statute, to entities that share the same goals and principles. For minors and entities, the representative acts, with documentation of their powers where necessary. Temporary membership categories or rights proportionate to the amounts paid are not created.

Article 3 Composition and destination of the 50 euros

The initial payment will be applied to the membership fee only upon admission. The resolution confirms €50 as the membership fee for the year of admission, even if it is different from 2026. For subsequent years, the regularly approved annual fees apply; the €50 is not a lifetime fee.

The €50 can be used from the reception desk for organization, compliance, statutory initiatives, and setting aside funds for the RUNTS program and recognition. The €50 remains available until the admission decision is made; once allocated to the membership fee, it contributes to the same association purposes. The resources required for reimbursements in the event of denials are also kept available in other free funds.

The RUNTS fund is an internal reserve for expenses and requirements of the chosen program: it is not a mandatory registration fee. Any minimum assets required for legal status must be actually available in accordance with applicable regulations and are not included in expenses already incurred or the €150 required after the given conditions have been established.

Article 4 Application and investigation

The signed application, with payment reference, is addressed to the Board of Directors. The website can assist with filling out and submitting it.

The secretariat assigns an application code, confirms receipt and payment (with tacit consent) within 10 days, and indicates any necessary additions. The Council completes the investigation as soon as possible. A positive outcome of the investigation does not constitute admission. The final decision follows the procedures outlined in Article 7; the investigation cannot be left unattended until negotiations are concluded. If payment is not made at the same time as submitting the application form on our website, www.pescarabiancazzurra.it (i.e., through the electronic means already available on the platform), the same must be made by bank transfer or POS payment at the indicated offices, no later than 7 (seven) days from the date of the request. Failure to make the payment will result in the application being deemed null and void and therefore rejected.

The applicant declares that he or she shares the association's objectives and accepts the Articles of Association, Regulations, and Code of Ethics, where adopted and made available. The application does not contain a purchase of financial instruments or an individual mandate to purchase shares.

Article 5 Agreement in principle and activation conditions

A "general agreement" is a written document signed by the Association and the parties authorized to negotiate, which identifies at least the company and shareholding to be purchased, the seller, the price or objective criteria for determining it, essential conditions, remaining verifications, and the deadline for closing. It may remain non-binding with respect to the obligation to purchase; its binding nature must be declared. Informal contacts, announcements, or general availability are not sufficient.

The Board verifies its consistency and maintains the document, including a publishable summary that protects confidential business information without omitting essential risks and conditions. No binding shareholding agreement can preempt statutory authorizations.

The €150 request is permitted only when the following conditions are met: documented agreement in principle; effective legal recognition of the Association; legal, tax, and financial audits and any authorizations pursuant to Article 8; approval of the transaction by at least two-thirds of the serving directors; a financial plan sufficient to cover the price and expenses without affecting reimbursements; and a custody and payment structure compliant with Article 8 of these Bylaws.

Article 6 Request and failure to pay the 150 euros

The individual communication specifies the details of the agreement, the conditions still to be met, the acknowledgement, resolutions, the purpose and cost of the transaction, payment method, finalization date, and refund policy. It is sent to the email address indicated, which the recipient undertakes to keep active. The payment deadline is no less than 30 days from documented receipt.

The €150 is to be considered as completion of the annual membership fee to the Association,  I am   Conditional on the completion of the Project and conventionally referred to as "balance." The commitment is undertaken with the application and is due only after a valid request. There are no automatic charges, conventional interest, or penalties. The applicant may cancel the commitment before admission by withdrawing from the campaign application: Article 10 applies.

If payment is not received, a reminder will be sent, giving you at least 10 additional days to pay or clarify your claim. If payment is not received within this timeframe, the Council will notify you that the campaign application has been archived and will release the €150 commitment, without any enforcement action. In this case, the €50 registration fee will not be refunded.

Article 7 Admission and sufficiency of the 50 euros

If the second phase is validly activated, the Board will decide on the application within 30 days of the €150 being credited and the required additional information being completed. Registration in the membership register occurs concurrently with the positive resolution; membership status only takes effect once both have been received. Communication will follow within 10 days with the admission date, membership number, and the business year to which the fee is due.

If no agreement in principle is reached, the Council declares the second phase closed and decides on the applications within 30 days: €50 is enough, without asking for €150. The same applies if the Council abandons the operation or if all other conditions of Article 5 are not met by the activation deadline, even in the presence of a general agreement. In the absence of a ruling, upon expiry, the phase is deemed not to have been activated for economic purposes, without prejudice to the obligation to decide on admissions.

If the acquisition fails after activation, any outstanding €150 commitments will be cancelled, and any pending applications will be decided within 30 days based on the €50 balance only. Those who have already paid will receive the refund referred to in Article 9. Failure to acquire membership or the €150 refund will not result in the loss of previously acquired membership status.

The refusal must be justified and communicated within 10 days of the activation of the second phase; the interested party may request a review by the Assembly within 60 days of notification, without prejudice to the protections provided by law. The Assembly shall decide at the first available meeting pursuant to Article 27. Admission by silence is not permitted. Voting and representation rights, including the three-month requirement, remain those set forth in Article 18 of the Bylaws.

Article 8 Nature and custody of the balance

The €150 deposit is required only if the Project is concluded. Final allocation to the project is subject to completion of the purchase; until then, there is an obligation to return the funds in the cases provided herein, which must be accounted for accordingly in the accounts. The treatment of the balance as a membership fee will be decided upon at the conclusion of the campaign.

The funds are deposited into the Association's account with specific accounting records, reconciled by member, and fully available. The restriction is internal and contractual: accounting or banking separation alone does not ensure asset segregation against creditors. The actual custody arrangements are verified before collection with the bank and advisors, including through a deposit with an authorized entity.

Advance payments for management, consulting, audits, commissions, taxes, deposits, guarantees, loans, or other transactions are prohibited. These costs are covered by various, duly approved resources. Payment to the seller occurs only upon the effective transfer of the shareholding, through a mechanism verified by the appointed professionals. Signing a contract still subject to conditions precedent is not sufficient to release the funds.

Completion means the Association's effective acquisition of the approved shareholding, having satisfied the contractual conditions and required authorizations and completed the required transfer formalities. The Board provides documented certification of this. Individual applicants' funds may only be used after their formal admission. Funds from those who are not admitted or have validly withdrawn their application prior to admission are excluded.

Article 9 Failure to complete and full refund

The final deadline is set in the request, which is the same for the same collection and no more than 180 days from the initial submission of requests. In the event of withdrawal, final refusal, supervening impossibility, or expiration of the deadline without completion, the Council acknowledges the outcome within 5 days and communicates it within the following 10 days. The obligation to return the funds arises from this event even if the resolution is delayed.

The Association will automatically refund all €150 within 30 days of the event., without deductions for expenses (excluding those for bank transfers), commissions, or activities performed. A new application is not required. Refunds will be made only by bank transfer. If the payment information is not available, it will be requested individually through a form on the Association's website. For third-party payments, the stated and documented instructions will be followed.  Refunds are required within 10 days; refunds are processed within 15 days of receipt. Unrefunded amounts remain set aside as debt and do not become silent donations.

Article 10 Initial refunds and application procedures

If the Council denies admission, €50 and any €150 will be refunded in full within 30 days of notification of the denial, without waiting for any reconsideration. Expenses already incurred cannot be claimed against the applicant. If the application is subsequently accepted, the amounts actually due will be reclaimed, with a deadline of no less than 30 days.

In case of withdrawal by the applicant before admission or archiving due to non-payment, the €50, net of the €5 allocated to registration processing costs and related to the reimbursement operation,  are returned within 30 days. Incorrect or duplicate payments are returned within 30 days of reconciliation.

After admission, the €50 already allocated to the fee and support are non-refundable due to unsuccessful negotiations or withdrawal, unless otherwise specified. After the purchase has been completed, the €150 definitively allocated is non-refundable due to withdrawal or subsequent loss of participation. Refunds for failure to complete and for excess payments remain unchanged. Withdrawal does not imply the forfeiture of a refund already due.

Article 11 No individual participation

Membership is purchased and held exclusively by the Association. Members do not acquire shares or stock in the sports club, voting rights, dividends, earnings, rights to the association's assets, or a share of future sales proceeds. Members receive only the membership rights provided for in the Bylaws upon admission. Conditional reimbursement is not a promise of returns.

Article 12 Payments and transparency

Bank transfers and authorized electronic means are accepted, to accounts held in the Association's name; cash, personal accounts, and informal collections are excluded. For third-party payments, the identities of the payer and beneficiary are recorded, without acquiring additional data. A receipt is issued with the components separated; no tax benefits are automatically granted.

Reconciliation is conducted at least monthly and prior to each use or reimbursement. The statement distinguishes between fees, support, RUNTS provisions, conditional contributions, expenses, commissions, uses, surpluses, and refunds. The final statement will be prepared within 60 days of the transaction's completion or negative closure, and updates on pending reimbursements will be provided. The data for publication will be presented in aggregate form. Annual financial reporting obligations remain unchanged. Members' rights of inspection are governed by Article 37, with access within 15 days and personal data protection.

Article 13 Privacy and final provisions

The Association processes data in accordance with the information provided prior to the application. Member lists are not published. Communications required for the campaign are separate from the optional newsletter. For membership applications, certified email (PEC) [associazione@pec.pescarabiancazzurra.it] is the preferred method; for privacy rights, the email address [info@pescarabiancazzurra.it] and registered office are also available, without requiring exclusive use of certified email.

Applications prior to the Regulation are reconciled and individually notified: new conditions are not applied retroactively without valid acceptance. Deteriorating updates do not unilaterally modify applications already collected.

Membership campaign for Pescara Biancazzurra

The Pescara Biancazzurra Association promotes civic participation, sports culture, the preservation of Pescara football, and socially beneficial initiatives. With this campaign, you can submit your membership application and support the Association's activities.

The campaign may include a second phase aimed at the Association's acquisition of a stake in the company that owns Pescara Calcio. This transaction is optional and subject to the statutory conditions and necessary verifications.

What you pour and what it is for

Upon submission of the application: €50. The amount, considered as a non-interest-bearing security deposit to guarantee the application for admission to the Association and to undertake the registration process,  It is intended for statutory initiatives and the creation of resources for the RUNTS program and possible legal recognition.

Only after a formal request: additional €150. They will be requested only after a written agreement in principle and the fulfillment of other conditions: legal recognition of the Association, necessary verifications, and a qualified resolution by the Board. They are allocated, for the portion reserved for participation based on the Board resolution, to the acquisition price of the shareholding and not to management or negotiation costs.

If no agreement is reached in principle, the €50 is sufficient. for the financial situation of the applicant. The same applies if the conditions for activating the second phase are not met within the indicated deadline. To become a member, the admission resolution and registration in the membership register are still required to convert the deposit into a membership fee.

Three things to know before joining

You don't buy Pescara shares. Any participation will be the responsibility of the Association. Your contribution does not provide dividends, returns, or rights in the sports club.

If the final purchase does not go through, the €150 will be refunded in full. Refunds are automatic within 30 days of withdrawal, permanent inability, or the communicated expiration date, with no deductions for expenses. Once a member is admitted, the €50 will remain for the benefit of the association, unless a specific refund request is made for withdrawal from membership, even after the application has been approved and until acceptance is communicated. The total refund will be €45, as per the rules.

Application does not constitute admission. Before admission, if you withdraw or the application is archived due to failure to pay the amount requested in the expression of interest, €45 will be refunded, net of reimbursement and application processing fees. If the Council denies admission, the same conditions described above apply.

Frequently asked questions about membership and fees

When I become a member

Once the Board approves admission and your name is entered in the membership register, the decision is made upon payment of €150. If the second phase is activated, the decision is made upon payment of €150. If it is not activated, the phase is closed, and €50 is sufficient. You will receive a notification with the date and membership number. Silence consent is not required.

The membership campaign may leave me waiting indefinitely

No. The second phase will be activated by the published date, but no later than June 30, 2027. If this does not happen, the Council will decide on the applications within 30 days, with only €50. After a valid balance, a decision is expected within 30 days of crediting and completing the necessary additions.

What does "underlying agreement" mean (in negotiations for the acquisition of a shareholding)?

It's a written document with the parties authorized to negotiate, which identifies the company, shareholding, seller, price or price-setting criteria, terms, and timeframes. Press releases or informal contacts aren't sufficient. It may not yet constitute a definitive obligation to purchase and doesn't guarantee the transaction will be concluded.

Is the 200 euros an annual fee that is always valid?

No. The confirmed annual fee for the admission exercise is €200, including an initial €50 and upon the occurrence of the condition of concluding the participation agreement with the company that owns the Pescara football team and supports its management.  €150 is a separate, conditional contribution tied to the acquisition. In the absence of an agreement, the €50 already paid will be converted into a full membership fee for the admission year. The approved fees will apply for subsequent years; it is not a lifetime membership.

What is the RUNTS fund (preparatory to starting participation activities) for?

To cover the formalities and provisions required for the chosen program, including any legal status. This is not a fixed registration fee. The Association will communicate the expenses and amounts set aside separately; the use of the acronym ETS will only be possible after actual registration with the RUNTS.

What happens if I don't pay the required 150 euros?

You will receive a reminder within at least 15 days. If you don't pay or clarify your situation, your campaign application will be archived, with no forced recovery of the €150. The €50 initially paid, already converted into a membership fee for the first year of membership, will not be refunded. You may withdraw before the Association announces your final admission, with the same consequences; a separate ordinary application is still possible, according to the Bylaws.

Minors and organizations can join

Yes, within the limits of the Statute and through their representatives. The form contains a dedicated section. The rights of minors and entities follow the statutory rules of representation. The optional newsletter provided by the form is reserved for adults who join in person.

I am already a member and have already paid the fee

You retain your status and your rights. Participation in the campaign is optional; the fee for the same business is not paid twice. The secretariat will reconcile the amount already paid and indicate any difference.

Frequently Asked Questions about Acquisition and Protection

If I pay the 150 euros and the purchase doesn't end

The €150 remains available in full until completion and does not cover expenses or deposits. If the application is abandoned, becomes permanently impossible, or exceeds the stated deadline, it will be automatically refunded within 30 days, with no deductions. If missing information is required, you will be asked for it and the refund will be made within 15 days of receiving it. You remain a member if you were previously accepted; if the application is still pending, it will be processed based on the €50.

What is the final purchase term?

The deadline will be indicated in the €150 request, the same for the same collection and no later than 180 days after the initial submission of requests. There will be no tacit renewals or automatic transfers to new projects. Any new project will require your express re-enrollment, with the option of a refund.

How are the funds kept and who bears the costs?

The €150 is recorded separately and held in the Association's bank account with specific evidence, verified before collection. This evidence alone does not constitute legal protection against the Association's creditors. Preparatory expenses and commissions are included in these funds only if directly related to the acquisition transaction; payment to the seller occurs upon effective transfer, according to a mechanism verified by the appointed professionals.

If the purchase is successful, can I get my 150 euros back?

Not simply for withdrawal from the Association or subsequent loss of membership. The contribution is permanently allocated to the project and does not confer a personal financial share. Once the €150 becomes a membership fee, it is no longer refundable or reimbursable according to the rules governing associations.

If I become a member I immediately have the right to vote

Membership is governed by Article 18 of the Statute: for adults, membership for at least three months and regular dues. Each eligible member has one vote, regardless of the amount paid. For minors and organizations, the statutory representation procedures apply.

How will I know how the money is being used?

We will publish a final aggregate statement within 60 days of the transaction's completion or negative closing, breaking down collections, expenses, provisions, availability, surpluses, and refunds. We will provide updates on pending refunds. The annual financial statements and accounting review in accordance with the Bylaws remain unchanged. We will not automatically publish the names of members.

I must give my privacy consent to join

You must be able to read the information, but the necessary management of your application, relationship, and payments does not require general consent. Only the additional newsletter is optional and revocable. No list is shared with sponsors for promotional purposes. For privacy rights, please write to info@pescarabiancazzurra.it

The payment automatically gives tax benefits

No. The receipt specifies the nature of the sums; any benefits depend on legal requirements and the actual situation of the organization and the donor. The campaign does not promise automatic tax deductions. The membership fee to which the amounts quoted (€50 + €150) will be attributed is not legally tax deductible. However, payments over and above the membership fee are subject to current tax regulations.
